Participants and Biographies
James Wyllie (UK) is Reader in International Relations and director of the postgraduate Strategic
Studies program at the University of Aberdeen. He was previously a Research Officer in the
Ministry of Defense, Tutor in Politics at Durham University, and Lecturer at the University of
East Anglia before joining the Department of Politics and International Relations at Aberdeen
as a lecturer in 1979. In 1988, he was a Commonwealth Research Fellow in Strategic Studies at
the University of Calgary. His research interests are in Middle East security, European security,
and strategic theory. From 1989 until 1993 James Wyllie was also international affairs analyst
for Grampian Television News and Current Affairs Department. In addition, he was specialist
correspondent (Middle East) for the monthly Jane’s Intelligence Review between 1992 and 1997,
during which he published over 40 articles on Middle East security issues. He makes frequent
contributions to BBC and independent radio current affairs and news programs. Since 1997 he has
been a senior academic member of the RAF Higher Level Defense Studies Selection Board, and
between 2001and 2004 he was a member of the UK Council of Military Education Committees.
For over twenty five years he has delivered presentations to a variety of academic, military and
political audiences in the UK, Europe and elsewhere. Recently he has given presentations at
the RMA Sandhurst, the Geneva Centre for Security Policy, the Emirates Centre for Strategic
Studies, the Royal College of Defense Studies, and the EUFOR Peace Support Operations
Training Centre, Sarajevo. He has an extensive network of contacts in the British armed forces
and in the foreign and defense policy-making communities, and is a member of the International
Institute for Strategic Studies and the Royal United Services Institute for Defense Studies.
Yury Yudin (Russia, UN) graduated from the Moscow Engineering Physics Institute
in 1988 as a nuclear physicist. He was a Research Associate at RFNC-VNIIEF – the
Russian Federal Nuclear Center – All-Russian Research Institute of Experimental
Physics. Since mid-1990s he has been engaged in research activities in the field of nonproliferation
and arms control. In 1999, he became a Director of a newly established
Russian non-governmental organization – Analytical Center for Non-proliferation. The
center was established to facilitate arms control and nonproliferation research carried
out by the former Russian nuclear-weapons scientists. Currently Yury Yudin is a Senior
Researcher at the United Nations Institute for Disarmament Research (UNIDIR) and
manager of the Multinational Approaches to the Nuclear Fuel Cycle project. He holds
a PhD in nuclear engineering. He has special expertise in nuclear engineering, nuclear
non-proliferation, and nuclear disarmament.

Taj Al-Deen Al-Shareef legal consultant at the Ministry of Energy
