Participants and Biographies
Ahmed Hassan Al-Hammadi (Qatar) serves as director of the Department of Legal Affairs
at the Qatari Ministry of Foreign Affairs. He is chairman of the National Committee on Arms
Embargo’s project dealing with the Non-Proliferation Treaty. He is also the member of the
National Committee on Arms Embargo that reports to the Qatari Ministry of Foreign Affairs.
His involvement with nuclear non-proliferation extends beyond his government post. He is
an associate member of the delegation representing the State of Qatar to conferences of the
International Atomic Energy Agency, a member of the review conferences of the Nuclear Non-
Proliferation Treaty, and he monitors the activities of the League of Arab States relating to
disarmament.
Waleed bin Ali Al-Harbi (Saudi Arabia) is affiliated with the Saudi Ministry of Foreign Affairs
based in Riyadh.
Hamad Al-Hunaity (Jordan) is a retired Major General in the Jordanian Armed Forces. He is
currently a faculty member at the Royal Jordanian Defense College, where he teaches courses
on Geopolitics. In the past, Major General Alhunaity was a human resources manager with

Jordan Insurance Company and a faculty member with the Royal Jordanian War College. He
commanded a flight wing and was an instructor pilot. In addition to his military and teaching
careers, Major General Alhunaity has participated in a conference on WMD in the Middle East
in Turkey. He holds an M.S. in Administration and Military Science from Mu’ta University in
Jordan, as well as an M.S. from the National Defense University in Washington, DC.
Dia’a Muhammad Al-Jibaly (Jordan) is a Second Lieutenant in the Jordanian Gendarmerie.
Currently, he is a computer engineer for the Gendarmerie. Lieutenant Al-Jibaly is a trained
paratrooper, special forces infantryman, and is trained in maintaining order in the event of a civil
emergency. In addition, he is a qualified close protection officer and has completed training in
bodyguard techniques. Lieutenant Al-Jibaly holds a degree in Computer Science.
Fahad bin Saleh Al-Khraiji (Saudia Arabia) is a Brigadaire affiliated to Saudi Armed Forces
Dana H. Allin (US) is the Senior Fellow for US Foreign Policy and Transatlantic Affairs at
the International Institute for Strategic Studies and the Editor of Survival. He is also Adjunct
Professor of European Studies at the Bologna Center of the Johns Hopkins University Nitze
School of Advanced International Studies (SAIS), where he teaches a course on transatlantic
relations. A graduate of Yale University, Dr. Allin worked as a Europe-based financial journalist
before earning an M.A. and Ph.D. from the Johns Hopkins University, Nitze School of
Advanced International Studies (SAIS). He was visiting assistant professor in European Studies
and American Foreign Policy at the SAIS centers in Bologna, Italy and Washington, D.C., a
Robert Bosch Foundation Fellow, and Deputy Director of both the Aspen Institute Berlin and
the International Commission on the Balkans (a joint project of Aspen Berlin and the Carnegie
Endowment for International Peace). Dr. Allin is the author of numerous articles and book.
Ali Saeed Al-Miqbali (United Arab Emirates) is a Lieutenant Colonel at the UAE Ministry of
Defense.
Hassan Saleh Al-Nisef (Qatar) serves as a Colonel in the Qatari Armed Forces. In his role as
Secretary of the Qatari National Committee on Arms Embargo, Colonel Al-Nisif deals directly
with many issues involving nuclear non-proliferation. He is a member of the working group
of the National Committee on Arms Embargo that handles NPT norms in Qatar. In addition,
Colonel Al-Nisef is an associate member of the delegations representing the State of Qatar in the
conferences of the International Atomic Energy Agency, the review conferences of the Nuclear
Non-Proliferation Treaty and its preparations, and the activities of the League of Arab States
relating to disarmament. His research interests focus on disarmament and nuclear weapons-free
zones. Colonel Al-Nisif holds a Master’s degree in International Peace and Security.
Ali Noah Al-Qudah (Jordan) is a Lieutenant Colonel and head of the Geographical Information
Systems Department at the National Center for Security and Disaster Management. He holds a
degree in Space Science and Remote sensing.
Mohammad Falah Al-Qudah (Jordan) is a Major in the Jordanian Armed Forces. Currently,
he serves in the Directorate of International Affairs. His field posts have included positions as
mechanized infantry platoon leader and intelligence officer in a mechanized infantry battalion.
Major Al-Qudah has received training from a NATO defense school in the areas of European
security cooperation and CBRN. He has earned a United Nations Insignia and an International
Peacekeeping Operation Insignia. Major Al-Qudah holds a B.A. in English
Abdullah Al-Rahamneh (Jordan) is a Lieutenant Colonel in the Jordanian Armed Forces.
He is a battalion, brigade, and division intelligence officer. In addition, Lieutenant Colonel Al-
Rahamneh is an analyst officer in DMI. He has received counterterrorism training in the United
States. He is married and has five children
Nasser Al-Ruwaili (Bahrain) currently holds the position of Chemical Engineering Specialist
in the Electricity and Water Authority (Office of the Deputy Chief Executive for Planning and
Projects). His professional experience has been associated (2000-2004) with the operation of
Hidd Multi Stage Flash Evaporation unit’s desalination plant followed by heading the Chemical
Engineering Section (2004-2006). He was then appointed as Chemical Engineering Specialist in the
office of deputy chief executive of electricity and water production and transmission (2006-2007)
then transferred to the planning and projects office of the deputy chief executive as engineering
specialist (2007-present). He is also a member of the desalination expertise committee of GCC
since 2007, member of the renewable energy committee. In addition, he has been a member of
the training and development committee in the Electricity and Water Authority. Mr. Al-Ruwaili is
regarded as a specialist in the field of desalination technology for his great deal of contribution
towards plant improvements that enhance water production more economically. He holds a B.S.
and an M.Sc. degree in Chemical Engineering from the University of Bahrain.
Othman Hamad Al-Saeed (Kuwait) is a Lieutenant Colonel in Kuwaiti Armed Forces.
Mohammed Jawad Al-Sharaa (Iraq) serves as Director General of Iraqi National Monitoring
Directorate (INMD). In addition, he is the head of the National Authority for Implementing
Chemical Weapons Convention, the National Authority for Implementing the Biological
Weapons Convention, and the National Authority for Implementing IAEA Safeguards and
Additional Protocol. Mr. Al-Sharaa spent two years as Governor of Iraq to the IAEA Board of
Governors.
Abd Ahmed Al-Sokkar (Jordan) is a Major in the Jordanian Gendarmerie. Currently, he is a
mechanical engineer in charge of operations and implementation for the Gendarmerie. In his
service, Major Al-Sokkar has been trained by police academies, the University of Jordan, and
other institutions in a variety of fields including firefighting systems, civil organization, and the
English language. He has also received instruction on water treatment and its use in agriculture.
Major Al-Sokkar holds a degree in Mechanical Engineering.
Taher Khalid Al-Sumady (Jordan) is a highly decorated Brigadier General in the Jordanian
Public Security Department. Currently, he is the director of the Administration of Operations.
In the past, General Al-Sumady has served as director of the Security Administration for Borders
and director of the Prince Hussein bin Abdullah School for Police Studies. He spent 20 years in
the general security brigade of the Jordanian police force before joining a private security force.
In addition, General Al-Sumady has received extensive officers’ training, special forces training,
and paratrooper instruction. He has also participated in training exercises in the United States
and Saudi Arabia. General Al-Sumady has received bachelor in military science and a masters in
administration and strategic studies from National Defense College.
Abdullah Datweesh Al-Suwaidi (United Arab Emirates) is a Lieutenant Colonel at the UAE
Ministry of Defense.
